Strategic Framework (2021-2023)

Together with Arup and HKS, Fabric+ delivered a vision and strategic framework that explores how Andøya Space Port can become a catalyst for sustainable economic development in Andøya, Northern Norway, and across Norway. You can read the full report here.

  • The Andøy Integrated Framework represents a shared vision for developing a new sector with significant economic potential. Its success stems from a co-design process and open dialogue among local, regional, national, and international stakeholders. This vision and framework provide a common platform and unified goals for a broad collective to strive toward. Additionally, the framework outlines clear, actionable steps necessary to achieve these objectives.

  • A clear understanding of the sectoral value chain, launch process, and required skills is essential for fostering broader economic development. The framework offers easily understandable information and compelling visualizations, enabling a wide range of stakeholders to better grasp the opportunity. This clarity allows them to tailor their approaches, policies, and strategies effectively to capitalize on the opportunity.

  • The vision aims to showcase Norway's ambitions, investments, and the unique locational advantages of Andøya to prospective investors. The global race for a key position in the new space value chain is intense. Through this work, Norway can present an ambitious plan that offers significant benefits to first-movers.

The starting point

Andøya, with its unique location and 60-year space history, stands as Norway's strongest competitive advantage in the New Space Economy, projected to reach a global revenue of 1 trillion USD by 2040.

In 2023, a new commercial spaceport was opened with NOK 365 million in funding from the Norwegian Government. This facility is set to launch up to 30 orbital rockets per year, positioning Andøya to become a leading site for small satellite launches globally. This development presents a once-in-a-generation opportunity for growth and development in Andøy and northern Norway.

However, the challenge lies in developing this trillion-dollar sector in a manner that fosters positive change for the local community and the surrounding region. How can we ensure that this investment becomes an integrated part of the community, rather than an isolated and estranged sector? What steps need to be taken to make this a catalyst for growth, not just locally but also in the surrounding region?

The project

As part of an international team of master planners, economic development specialists, environmental analysts, and tourism experts, we planned and conducted three multi-stakeholder workshops that culminated in an ambitious vision for sustainable local, regional, and national development.

The work centered around three main aims:

  1. To clarify and communicate the once-in-a-generation opportunity for local, regional, and national development catalyzed by the new commercial spaceport in Andøy.

  2. To ensure that the industrial development is rooted in a long-term plan for the sustainable development of Andøy municipality and the surrounding region.

  3. To showcase Norway’s collective ambition to become a leading actor in the new space economy to relevant investors and stakeholders worldwide.
